Planning Background
The site sits within the Eastern Quarry area which was granted outline planning permission in March 2018. Dandara is now preparing a reserved matters planning application which will consider the appearance, landscaping, layout and scale.
Dandara have appointed a design team based on their experience working with Ebbsfleet Development Corporation (EDC) on previous phases in Ashmere and the wider eastern quarry.
For the development of the site, the design team is referring to a set of documents to ensure adherence to local design standards and strategies. These include:

Site Context
Parcel 12 will be surrounded by open space to the east and the Fastrack, the primary school and Parcel 5 to the north and the primary route to the south.
Parcel 13 will be adjacent to the green lung running from north to south across Ashmere, in addition to Parcel 8 and the neighbourhood green.
At present, the immediate area surrounding both parcels is yet to be built, with a number of submitted and consented applications in the wider area.
Proposed Site Layout
The proposals are for up to 143 new homes, across the two parcels, with a variety of house-types including 1-2-bedroom flats and 2-4-bedroom houses. Tenures will include Single Family Homes, shared ownership and affordable rent.
The layout proposes terraces of townhouses along the Fastrack at the northern edge with flats marking key corners. Larger semi-detached houses flank the Major Urban Park with terraced houses located in denser character areas. Taller homes will front onto the southern primary street.
Densities will range from 40 – 60 dwellings per hectare, with storey heights ranging from 2-4 storeys. Parking has been designed to align with Ebbsfleet Sustainable Travel Strategy with ample spaces provided

Landscaping Strategy
The two parcels will be landscaped to create a pleasant environment for residents, with key vistas and connections created to the Neighbourhood Green and Green Lung towards the Major Urban Park.
Sustainability Strategy
Dandara utilises the Fabric first’ approach which includes improving U Values, reduced thermal bridging, improving air tightness and installing energy-efficient heating and ventilation services.
Furthermore, the scheme has the potential to deliver minimum CO2 reductions of circa 50-65% over a Part L compliant baseline and;
> Potential for the provision of Photovoltaics.
> Low-carbon space and water heating to be provided via highly-efficient ASHPs.
> Proposals to achieve water efficiency of a maximum 110 Litres per person per day.
Next Steps
A reserved matters planning application is due to be submitted over the coming months. Your response will help shape the final proposals that will be submitted to EDC. Please send your response by 28 November 2025.
Following the submission of the application, EDC will undertake a period of statutory consultation on the proposals. At this stage, you will have the opportunity to submit your comments to EDC before a decision is made.
If planning permission is granted it is likely that the development will commence in Summer/Autumn 2026.
